Transfer the mp3 to your phone

This part is the difficult part, because there is no way in which I can know which phone you're using or how this particular brand of phone goes about transferring files from your PC to your phone.

Your cellphone should have come standard with an installation disc. Run this CD and install the software on it, especially the needed drivers. This could include drivers for the Bluetooth technology or not, depending on the make and model of your phone.

Read your phone's instruction manual on how to transfer files from your computer to your phone. Connect your phone to your PC and then transfer it.

Set it as your default ringtone

Again, this step depends on your make and model of phone. Your instruction manual should show you how to select a song as your ringtone, so check it out and get it done.
